Norwich City Council's budget has just been published in the Norwich Even News, and apparently Council Tax will be rising by £30 per household per month. We confronted local Councillor "Wayne Bruce" about the reason for this uprecedented rise, to which he replied "Erm, yeah, we spent £300,000 erecting a giant metal sculpture of James Leeds, the singer in local band "Tinman", for all the local children to bow down and worship.
